CSC features 2019, 2021 Presidential Lingkod Bayan (PLB) Awardees

To recognize their commendable contributions to society, especially in the healthcare industry, the Civil Service Commission (CSC) featured two of its former Presidential Lingkod Bayan (PLB) awardees. Dr. Joselito R. Chavez, 2019 PLB Awardee is the Deputy Executive Director of the National Kidney and Transplant Institute (NKTI). Meanwhile, Dr. Rose Marie Rosete Liquete, 2021 PLB Awardee, is the Executive Director IV of the same institution.

Dr. Chavez and Dr. Liquete’s inspirational stories were published on the CSC’s YouTube channel and Facebook page’s online segments titled “Honor Awards Program (HAP) Story” and “Lingkod Bayan Diaries (LBD).” These online segments present the anthology of civil servants’ stories that aim to inspire other kawani through short videos and interviews of public service exemplars.

The CSC writes:
Dr. Chavez was recognized in the annual Search for Outstanding Government Workers for providing patients afflicted with leptospirosis who developed pulmonary complications with a second lease on life by championing the use of the Extracorporeal Membrane Oxygenation (ECMO) method. Dr. Chavez lobbied for its procurement and attended training abroad at his own expense to efficiently assemble, operate, and maintain said device and ensure return on investment.
Similarly, Dr. Liquete was recognized for helping patients with end-stage organ failure regain quality of life through transplantation. She is also the first Filipino woman transplant surgeon in the country who pushed for the creation of satellite kidney centers in government and private hospitals and worked for the inclusion of transplantation and dialysis services in the country’s health insurance package to make renal care more affordable.
The CSC hopes that the stories of Dr. Chaves and Dr. Liquete will be made
known to more government employees and inspire them to follow suit.
